In Brent, both Bands are in operation. Band A applies to all roads in the Wembley Event Day Protective Parking Scheme, along with a section of Harrow Road. Band B penalties apply in all other parts of the borough.
The Council enforces parking restrictions across the borough. It is now felt that the lower Band B penalties no longer provide sufficient deterrent to parking contraventions in the areas where they apply. In the past three years, there has been a substantial increase in the instances of illegal parking detected and PCNs issued. The sole objective of the proposal is to increase the deterrent effect of PCNs and thereby reduce the number of parking contraventions which take place. We estimate that the change will reduce parking contraventions in the relevant areas by at least 20%.
We are seeking your views on the proposal to move all parking Penalty Charge Notices in Brent to the Band ‘A’ penalty rates. This will inform any application to change how the Bands are applied in Brent. The route to obtaining final approval to change the band is through London Councils – Transport & Environment Committee; Mayor of London and Secretary of State for Transport.

Brent Council consultation on Daily Visitors Parking Charges and Permit refundsWe are consulting Parking Account Holders regarding some proposed changes to parking permits in Controlled Parking Zones (CPZ) and we would welcome your views.
Our Parking Policy 2020 and Long Term Transport Strategy set out the relevant Council policies. We aim to manage demand for parking spaces whilst improving road safety, reducing air pollution and carbon emissions, and supporting local businesses and public services.
It is important for the Council to work with residents to manage demand for parking spaces, and encourage people to use more sustainable modes of transport such as public transportation, walking and cycling. With your help, we are looking to make some changes to our permits.

We are consulting on the following proposals:
- Increasing the maximum value of refunds on parking permits that are returned or cancelled to one half. A resident or business that holds a parking permit for a Controlled Parking Zone is entitled to cancel their permit if they no longer require the use of one. At present, the refund entitlement is up to one third of the cost of the remaining value on the permit. The proposed increase in refunds reflects the reduction in associated administrative costs following the widespread introduction of virtual permits.
- Formally linking the cost of Daily Visitor Permits to bus fares set by Transport for London (TfL). Charges for daily visitor permits would then directly align with any future price changes to bus fares made by TfL.
